KWCAG, the Korean Web Content Accessibility Guidelines, sets South Korea’s national web accessibility benchmark and is now aligned with WCAG 2.1, with some locally adapted requirements layered on top. It operates alongside South Korea’s Act on Welfare of Persons with Disabilities and the country’s broader Anti-Discrimination law, which together create the legal basis for enforcement.
South Korea has also been expanding accessibility requirements beyond the web into kiosks and mobile apps, reflecting a broader regulatory trend of treating digital accessibility as a single connected obligation rather than a web-only rule.
