eMAG (the Electronic Government Accessibility Model) is Brazil’s official accessibility framework for federal government digital services, currently at version 3.1. It organizes 45 concrete recommendations across six areas: markup, behavior, content, presentation, multimedia, and forms, and compliance has been mandatory for Brazilian federal websites since a 2007 ordinance.
Unlike WCAG, eMAG does not use conformance levels; applicable recommendations are expected to be followed in full rather than partially, which makes it a stricter, less flexible standard for the government sites it covers.
