On top of the federal law, Dubai has its own Law No. 3 of 2022 on the rights of people of determination, and the Telecommunications and Digital Government Regulatory Authority (TDRA) issued a National Digital Accessibility Policy in 2024 setting technical expectations for government and increasingly private digital services.
Dubai’s Universal Design Code adds physical and digital accessibility requirements for the emirate specifically, and Article 358 of the UAE’s Criminal Code provides for penalties in discrimination cases. Together these create one of the more comprehensive accessibility legal frameworks in the Gulf region.
