Accessible Canada Act (ACA)

Canada's federal accessibility law, aiming for a barrier-free Canada by 2040, requiring federally regulated organizations to publish accessibility plans and meet digital accessibility standards.

The Accessible Canada Act requires federally regulated organizations, the federal public sector, banks, telecoms, and transportation providers, to proactively identify and remove barriers rather than wait for individual complaints. Covered organizations must publish a public accessibility plan every three years, consult people with disabilities while preparing it, maintain a feedback process, and report progress annually.

For digital content specifically, the ACA points to the CAN/ASC-EN 301 549 ICT standard, which builds on WCAG 2.1 Level AA. Phase one compliance deadlines run through the federal public sector and large federally regulated private organizations over 2027 and 2028.
